Reading the linked source records…
Nighthawk's Zcash block-explorer program and its Elixir JSON-RPC client. Zcashex remains separately listed as a reusable library component, not a second instance of the explorer.
Requested amounts, decisions and paid entries are separate. Where the ledger omits a request, a reviewed proposal may supply it with its own source. A requested cap is a maximum, not guaranteed spending. The ledger has no distinct approved-amount field. USD is the historical budget; ZEC is the recorded disbursement, not a current valuation or independent settlement verification.
