Reading the linked source records…
Atmosphere Labs / Kenbak’s Zcash merchant payment platform and commerce integrations. Its application explicitly separates CipherPay’s repositories and grant scope from CipherScan and Open Wallet Standard work.
Requested amounts, decisions and paid entries are separate. Where the ledger omits a request, a reviewed proposal may supply it with its own source. A requested cap is a maximum, not guaranteed spending. The ledger has no distinct approved-amount field. USD is the historical budget; ZEC is the recorded disbursement, not a current valuation or independent settlement verification.

Publications establish released work; team reports contain claims. Acceptance requires evidence tied to a specific milestone. Payments alone do not prove delivery.
Shared repositories can include non-Zcash work. Missing records do not establish inactivity or low adoption.
